ARTICLE I -- OBJECTIVES
The objectives of the Film Festival are identical with those enumerated in the constitution of the Federation of Motion Picture Producers in Asia - Pacific.
ARTICLE II -- TIME AND PLACE
1. The Film Festival shall be held in a country designated by the Board of Directors of the Federation of Motion Picture Producers in Asia - Pacific, and hereinafter referred to as the host City.
2. The exact date of the Film Festival shall be determined by a Film Festival Executive Committee.
ARTICLE III -- FILM FESTIVAL EXECUTIVE COMMITTEE
1. The Film Festival shall be held at the responsibility of a Film Festival Executive Committee established by the Host City.
2. The Chairman of the Film Festival Executive Committee shall be chosen by the Host City.
3. Members of the Film Festival Executive Committee shall be appointed by its Chairman.
4. Members of the Board of Directors of the Federation of Motion Picture Producers in Asia - Pacific shall be ex-officio members of the Executive Committee.
5. The Film Festival Executive Committee may decide whether the Film Festival shall be competitive or not. In the former case, it may constitute a Jury and institute suitable awards as they may decide. Jury Members shall be persons favorably disposed towards and having an understanding of the motion picture industry, particularly its techniques and its aesthetics. A majority of the members of any jury shall be from FPA member cities outside the Host City. The whole jury shall be independently appointed by the host Film Festival Executive Committee at its discretion. Should the Film Festival Executive Committee decide to have a non- competitive Film Festival, they may give token prizes or awards in any manner they may decide. In either case, however, a Certificate of Entry shall be given to all film entries.
ARTICLE IV -- SECRETARIAL OFFICE
1. The Film Festival Executive Committee shall designate a person as the Executive Secretary of the Film Festival.
2. The Executive Secretary, acting under the direction of the Chairman of the Film Festival Executive Committee, shall take charge of all secretarial matters pertaining to the Film Festival.
3. The Executive Secretary, although recommended by one country or territory, does not belong to that country or territory alone, and shall, therefore, conduct the affairs pertaining to the Film Festival in an impartial manner.
4. The Executive Secretary with his staff, shall attend all meetings and conferences of the Film Festival and he shall conduct the affairs entrusted to him in a manner befitting the responsibilities of his office.
ARTICLE V -- EXPENSES OF THE FILM FESTIVAL
1. The expenses incurred as a result of the holding of the Film Festival shall be borne by the Host City. However, the Host City shall have the right to retain the proceeds collected from the public exhibition of film entries.
ARTICLE VI -- ENTRIES
1. Films entered in the Film Festival shall be classified into dramatic and non- dramatic categories.
2. The non-dramatic category shall include educational, scientific, documentary, cartoon, cultural and other films of a non- dramatic character.
3. Films eligible to participate are:
(a) Those films which have been commercially released not earlier than 1st January of the preceding year in which the Festival is held.
(b) Films which have not been released commercially, but production of which has been completed on or after 1st January of the preceding year in which the Festival is held. The date of completion of production to be defined as follows:
?@i. The date on which a certificate has been issued by the Board of Censors in the
?@?@country of origin
?@ii. In a country where no censorship on domestic films exists, the date on which the
?@?@film is ready to be released commercially.
?@iii. In any case the host country may allow films not otherwise eligible because of the
?@?@conditions above to participate in the Festival provided that such participation does
?@?@not contravene any of the aforesaid conditions.
4. A film which has been co-produced by two or more member cities may be entered provided that the nationality of the film is clearly defined by mutual agreement between the co-producers prior to its entry. A film co-produced by a member city together with a non-member city may be entered.
5. The number of films that may be entered by each member shall not exceed three (3) 35mm feature films, two (2)documentaries, two (2) short films (not exceeding 30 minutes each), and two (2) animation films. The short films and documentaries may be entered in the formats of betacam, DVD, or VCD, instead of 35mm film.
6. The Film Festival Executive Committee reserves the right to refuse and accept any production which it regards as coming under one or more of the following heads:
(a) Films which do not come up to the artistic or technical standards worthy of exhibition at the Film Festival;
(b) Films which are likely to hurt the national feeling of another country or territory;
(c) Films containing political or ideological propaganda and
(d) For any other reason which the Committee shall consider sufficient.
7. The Producer entering such film may exhibit it in the original or in any version he so desires; provided, however, that should he elect to use super-imposed titles, these shall be in the English language.
ARTICLE VII -- NOTICE OF PARTICIPATION
1. Any producer who intends to participate in the Film Festival must supply to the Secretarial Office of the Film Festival through the participating organization of his country or territory, at least two months prior to the opening of the Film Festival, a list of films he intends to submit for entry at the Festival. In addition, the following particulars concerning each film must be supplied in the English Language.
(a) Title;
(b) Name and residence of the producer and of the legal owner of the film;
(c) Date of first release;
(d) Names of the director, scenario writer, cameraman, editor, sound - technician, music director and art director, cast, and all other related information required for record purposes, including the trade mark of the raw film used, and, in the case of colour film, the system employed;
(e) Domestic honors won by the film in the past;
(f) Story;
(g) Other relevant materials.
2. The film entered for exhibition at the Film Festival must be received by the Secretarial Office of the Film Festival at least 30 days prior to the opening of the Film Festival, or at such prior date as may be specified by the Host City. The Secretarial Office of the Film Festival shall not accept for exhibition at the Film Festival any films arriving after than the above prescribed date, irrespective of the date on which it had been dispatched from the country or territory or origin.
3. The still photographs, posters and other advertising materials of every film entered must reach the Secretarial Office of the Film Festival 30 days prior to the opening of the Film Festival, in such quantities as shall be required by the Secretarial Office.
4. The cost of freight and the insurance covering the shipment of a print shall be for the account of the person making the entry. The Film Festival Executive Committee shall bear only the cost of warehousing and insurance from the date of the receipt of the film until the date of its return. The responsibility of the Film Festival Executive Committee for the loss of, or damage to, a print shall be limited to an amount equivalent to the actual cost of making the print.
ARTICLE VIII -- STAGING OF RELATED EVENTS
1. The Secretarial Office of the Film Festival reserves the right to exhibit to the public, subject to the approval of the Film Festival Executive Committee, all or some of the entries in the place where the Film Festival is held.
2. The Secretarial Office of the Film Festival may stage any event sanctioned by the Film Festival Executive Committee as befitting the occasion of the Film Festival.
3. Provisions shall be made by the Host City for adequate film screening facilities for participating members and their delegation.
